The Srinagar Garhwal police Kotwali has registered a case against the registrar of HNB Garhwal Central University Srinagar and a travel agency owner BS Negi under Sections 419, 420, 468, 471 and 120-B of the Indian Penal Code and Section 13 of the Prevention of Corruption Act on the order of Chief Judicial Magistrate Pauri.

Superintendent of Police Ajay Joshi said that the investigation into the payment of the forgedbills of vehicles will be conducted by CO Srinagar CS Tatiyal and the order has been given in this regard.

The general secretary of the Society for Revolution Against Corruption, Santosh Mamgain had filed a writ in the court of Chief Judicial Magistrate Pauri stating that HNB Garhwal Central University has made payments on the basis of forged bills to a travel agency for vehicles in 2008- 09. Mamgain alleged that it has been shown that for the work of the Garhwal University, the vehicles were rented from the travel agency in the year 2008-09 and the university also made the payment for renting the vehicles. Mamgain sought information from Regional Transport Office under the Right to Information Act. Based on this information, Mamgain said that the registration numbers of vehicles mentioned in the bills of the travel agency were those of the other vehicles like tractors and two-wheelers while few of them were even listed as registered with the RTO. On this basis a complaint was lodged in the police kotwali Srinagar, but the police didn't take this matter up for further action.

Mamgain then approached the court due to the apathy of the police towards this scam. He told The Pioneer that he had also informed the university vice chancellor and registrar about the payment on the basis of forged bills of the vehicles but no action was taken by the university authorities in this case of blatant corruption.

The Pauri Superintendent of Police, Ajay Joshi said that the CJM court order was received on Saturday evening later on the weekend, the Kotwali Police registered case against the Garhwal Central University registrar and travel agency owner BS Negi under different sections.

The case is now being investigated and necessary action will be taken based on the findings of the investigation, he added.
