Bureaucrats must feel pulse of people: Guv

PNS

The Uttarakhand Governor Krishan Kant Paul said that service of the public should be the top priority of a public servant. An administrator must always keep his or her vision towards the last person in the queue. S/he must be grounded and feel the pulse of the people. “For this, you must meet as many people as you can and tour local areas,” said the Governor while speaking at the conclusion of the 92nd foundation day function at the lal Bahadur Shastri National Academy of Administration (lBSNAA) in Mussoorie on Friday.

He said that the All India Services had been established in 1949 by Sardar Vallabhbhai Patel who believed that to keep the country united, a strong and skilled all-India service was very important.

Paul said that the responsibility on a public servant was a big one as the expectations of people were increasing in today’s world.

The Prime Minister has a vision of a new India where the aspirations of youth, women and the poor are fulfilled. For this, the development schemes and benefits of development must also reach the poorest of people in the remotest areas of the country. He called upon the officer trainees to be technology-friendly to ensure the quality of Governance.

They should know the basic concepts of Governance and public finance. He said that there could be improvement in e-governance. According to the Prime Minister Narendra Modi, through good governance, it is possible to resolve corruption, malnourishment and illiteracy, he said.

The Governor further said that the officers must focus on education, health and welfare services. For an administrative officer, the magical “CAT” (Credibility, Accountability and Transparency) formula is very important.

He said that they must adopt a human approach to their work and conduct. Underprivileged people must be given priority. He said good governance is for a stable, peaceful and progressive nation. An administration which is sensitive to the needs of the people is needed.

It is important to win the confidence of the people. Congratulating the officer trainees for completing the foundation course, the Guv said that they must always keep learning and moving ahead, keeping themselves updated.
