Of the three buildings to be constructed for the government college in Joshimath, two have been constructed so far of which only one has been taken into possession by the college administration. Though the entire approved sum for construction of the three buildings had been paid in the past to the executing agency- Uttar Pradesh Rajkiya Nirman Nigam (UPRNN) but the work is yet to be completed. One of the two buildings constructed has technical flaws citing which the college administration has not taken possession of this building.

According to information provided, during the year 2006-07, the task of constructing three buildings—administrative building, academic building and conference hall--  at a cost of Rs 3.34 crore was started with the work fixed to be completed by 2009-10. The construction work was being executed by the Uttar Pradesh Rajkiya Nirman Nigam but about seven years after it was started, the work has not been completed yet. The principal of the Joshimath government college Gopal Krishna Semwal states that the corporation has been paid the entire amount for construction of the buildings. This payment is made through the higher education department. He said that the college had so far been able to take possession of only one building with the second building constructed being affected by some technical flaws due to which the college administration did not take possession of the building.

On the issue of the third approved building not being constructed by the executing agency, the necessary official communication is being undertaken between the college administration and the state administration but so far no decision has been reached in this case. Junior engineer of the Uttar Pradesh Rajkiya Nirman Nigam, Mahadev Bahuguna said that the executing agency had sent a revised estimate of Rs 4.50 crore to the department concerned. The construction work will be started immediately after the fund is approved by the authorities concerned, he added.
