In a setback to the state government the agitating association of Patwaris and Lekhpals has decided not to make the income certificates for the economically weaker sections. The Uttarakhand government had released the government order for grant of 10 percent reservation to the economically weaker section in general category on Monday. The candidates of these categories would get the benefit of reservation only after issuance of income certificate. In a letter directed to the Chairman of the revenue board and the Secretary, revenue, government of Uttarakhand, the Uttarakhand Lekhpal Sangh has stated that the association would boycott preparation of income and property certificate for economically weaker sections as income certificate is needed to be prepared before releasing this document.
The President of the association Tara Chand Ghildiyal said that the state has no regulation for issuance of the income certificate.
It is worth mentioning here that the Patwaris and Lekhpals in the plain districts Udham Singh Nagar, Haridwar, Nainital and Dehradun are on a path of agitation from February 4.
On the call given by their association, more than 450 Patwaris and Lekhpals are on work boycott and the process of land mutation in revenue records and generation of income certificates has came to a standstill.
The association of Patwaris is demanding that the state government should release a GO on the basis of the guidelines proposed by the revenue board for the income certificates. At present the state has no guideline or policy for preparing income certificates of unsalaried people.
In view of the problems faced by the people due to the work boycott call, the association has suggested that the state government should set up an alternate arrangement for release of income and property certificates. Ghildiyal clarified that the association has no problem with government creating an alternate arrangement for the benefit of general public.
