The ambitious Rs 24.60-crore Integrated Municipal Solid Waste Management Project of the Municipal Corporation of Dehradun is being implemented without constituting a committee to monitor and assess the project.

As per the agreement between the DVWM Company and the MCD, a monitoring committee was supposed to be set up two years back for regular assessment of the project. Dehradun Mayor Vinod Chamoli was to head this committee which would have two other members, including the senior city health officer and a public representative, who would monitor the progress of the project. The members of the committee will be responsible to monitor the operation and maintenance of the SWM project.

When asked about this, Mayor Vinod Chamoli instructed the officials concerned to look into the matter and assured to constitue a committee soon. The MCD officials concerned and the Mayor himself were apparently unaware of the necessary guidelines of the project. Chamoli said that the Mukhya Nagar Adhikari, Ashok Kumar should look after these responsibilities.

As per the agreement if the hired company failed to operate and maintain the vehicles, MCD would look into the matter and would later deduct the charges form the company’s tipping fees. But nothing as such is being done so far. The vehicles of the company are still out of order and have not been repaired yet.

Notably, the Integrated Municipal Solid Waste Management Project was formed under the Urban Infrastructure and Governance submission of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) with the objective of ensuring the desired level of waste management and sanitation in Dehradun by proper treatment, disposal and recycling of the biodegradable and nonbiodegradable waste.
