A case against 19 persons, accused of having secured loans to the tune of crores against forged documents from Rajpur branch of the Nainital Bank, was finally registered in Kotwali Police Station on Thursday after top cops intervened. The loans were reported to have been received between September 12, 2014 and March 16, 2015.
Things were not smooth because of lack of coordination between STF Uttarakhand and district police. Observers say both intent on grabbing the credit of such high profile cases are delaying matters. It is alleged that Dehradun police’s sitting on such cases for an inordinately long time is providing enough time to the accused to ease things for them by tapping their sources among politicians and bureaucrats. STF officials allege that they are not getting enough time to interrogate the accused in the police remand.
The same affected investigation and follow-up measures regarding the infamous ATM loot case too. Some tech-savvy miscreants had decamped with about 37 lakh after breaking the codes of the ATMs in Roorkee on August 30. lack of coordination between Haridwar police and STF came in the way of the speedy disposal of the case as both attempted to claim credit for arresting master- mind Zamir from Siliguri, West Bengal. The STF personnel did not allegedly get enough time to interrogate Zamir with Haridwar police being no so cooperative. Things are proving tough for STF, the refrain runs, as it is highly dependent on district police when it comes to lodging FIRs and taking investigation forward. STF not having police station of its own is adding to its woes, the allegation runs. “Moreover, the ego comes in the way with the personnel of both being unwilling to yield space to the other as far as claiming credit for any breakthrough is concerned,” said an observer, adding things move after the top cops force themselves into the picture to thaw the ice. Pushkar Dutt Bhatt, senior manager of the bank, had registered a complaint on loan fraud case and a case under section 420/406/120b of IPC was registered against the 19 accused. However, Kotwali SI Rajesh Singh said over phone that he had not much of knowledge of the case despite having appointed an investigation officer to probe it. Based on the complaint of the bank officer Bhatt, a case under section 420/406/120b of IPC was registered against 19 persons. They are Renuka Devi, Vijay Kumar Aggarwal, Rubal Aggarwal, residents of Prakash lok; Satish resident of Banjarawala; Sarika Singal and Ajay Arora residents of Sewla Kala; Abhinav Negi, Neshwila road; Vinay Kumar, resident of Sewla Kala; Deepak Aggarwal resident of THDC Colony; Vijay Kumar Bora resident of Raipur; Ravi Panwar resident of Majra, Mohammad Irsad, resident of Premnagar; Manpeet Singh, resident of Vilaspur; Naveen Kumar Garg, resident of Kaulagarh; Shakti Bhushan, resident of Miyawala; Abhishek Dhyani, resident of Hathibarkala; Anil Kumar, resident of Shashtri Nagar; Zia ur Rahman resident of Chaman Bihar and Sachin, resident of Khurbura. In connection with this case, STF U’khand recently arrested 3 persons allegedly involved in receiving vehicle loans with forged documents from various Dehradun-based 16 nationalised and private banks. The accused had duped many banks of around Rs 15 crores, it is learnt from police.
