Rights panel questions SSP on homicide twist to accident

PNS

Allegedly converting a murder case of a young boy into an accident “under political pressure” has put the investigating officer and the Tarn Taran Senior Superintendent of Police in dock.

Taking serious note of the matter, Punjab State Human Rights Commission (PSHRC) has asked the SSP to submit report intimating as to “how and why murder case has been converted into accident case”.

In addition, the Commission has asked the Investigating Officer (IO) in the case to personally appear before the Bench along with the report and record of the case on the next date of hearing — January 9, 2014. The directions came on a compliant by Tarn Taran resident Narvail Singh stating that his son had been murdered in a very clandestine manner, and when the matter was reported to the police of Tarn Taran’s Sadar police station, investigations were not carried out properly.

Taking cognizance of the same, the Commission had earlier called for reports from the SSP, who then submitted that Tarn Taran SHO had been directed to arrest the accused early and put the challan in the Court. In his rejoinder, complainant Narvail Singh rebutted the police report stating that in FIR No. 206, dated August 16, 2012, case of murder under Section 302/34 of Indian Penal Code (IPC) was registered against the accused, but now the same has been deleted and converted into a case of accident under Sections 304-A, 279 of IPC. The complainant had maintained that the police has connived with the accused party under political pressure.

Taking assertions on record, the Commission has issued summon order to the IO in this case along with the report and record of the case.
