The Manohar lal Khattar Government in Haryana has again come under fire over the issue of regularisation of State employees.

A day after the State Government announced to file a Special leave Petition in the Supreme Court against the decision of Punjab and Haryana High Court regarding regularisation policy, the Indian National lok Dal, main Opposition party, and the employees’ unions have slammed the Government and demanded that a Bill should be brought in the State Assembly for the regularisation of contractual employees.

lashing out at the State Government, Ashok Arora, INlD’s Haryana president on Friday said that the State Government should clarify its stand on the issue of regularisation of employees. Earlier, the Haryana Government had announced to bring a Bill in the State Assembly for regularization of contractual employees. But now, the Government has taken a u-turn and decided to file an SlP in the Apex Court against the decision of HC, he said.

Notably, a meeting was held on Thursday under Haryana Advocate General Baldev Raj Mahajan with former Advocate General, Hawa Singh Hooda, representative of INlD, Naresh Singh Shekhawat, Additional Advocate General, lokesh Singal and Parvinder Chauhan and representatives of Bhartiya Mazdoor Sangh to discuss the issue of regularisation of State employees.

After the meeting, the Haryana Government had issued a Press statement stating that it has been decided unanimously in the meeting that the State Government and Bhartiya Mazdoor Sangh would file an (SlP) appeal in the Supreme Court against the decision of the Punjab and Haryana High Court regarding regularisation policy.

INlD’s Ashok Arora also claimed that the INlD representative who was present at the meeting had opposed the decision of filing an SlP in the Supreme Court on this issue. However, a false Press statement was issued by the Haryana Government claiming that a unanimous decision has been taken in this regard, he added.

Arora said that the Government should bring a Bill in the Haryana Vidhan Sabha to provide relief to thousands of employees affected due to the Punjab and Haryana High Court order setting aside the employee regularisation policies of 2014. Besides, the Government should withdraw its Press statement of filing an SlP on the issue, he added.

The Punjab and Haryana High Court had on May 31 set aside the “employee regularisation policy” whereby the previous State Government had regularised the services of thousands of contractual employees. The previous Congress Government led by Bhupinder Singh Hooda had issued four  notifications in 2014, three months before the Assembly polls, and regularised contractual and ad-hoc employees.

The HC ruling has implications for around 4,654 Government employees.

Following a backlash from the Opposition parties and employees’ unions, the Haryana Government had earlier drafted “The Haryana Regularisation of Service Bill 2018” for regularisation of services of Group ‘C’ and ‘D’ employees. The Bill was proposed to be introduced in the monsoon session of Haryana Assembly.

However, the State employees’ unions and the Opposition parties had rejected the proposed Bill terming it anti-employees. The employees’ unions had also submitted amendments in the proposed Bill but the Government has now taken a u-turn on its previous decision.

On Haryana’s Government decision to approach the Supreme Court against HC order, Haryana Sarv Karmchari Sangh’s general secretary, SK lamba while talking to The Pioneer said, “We are not in favor of this decision and the government should instead introduce a Bill in the State Assembly for regularisation of contractual employees.”
