In a bid to spread digital literacy among the rural masses in the State, Haryana Government has constituted State and district level committees to plan strategies for implementation and monitoring of the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) scheme.
The State level committee, which has been constituted to plan strategies for the implementation of the scheme, would be headed by Principal Secretary, Information Technology, said a spokesman of the Electronics and Information Technology Department.
This committee would comprise as members representatives of Elementary Education Department, Panchayati Raj, Social Welfare, Women and Child Development, State Implementing Agency and of CSC-SPV and State Informatics Officer. The committee would also include Member Secretary, Special Secretary, Joint Secretary or Secretary (IT).
The spokesman said that the committee, with the permission of the chairman, may co-opt or invite such other persons as it deems appropriate, to participate in any of its meetings as special invitees. It would regularly monitor and steer the implementation of the PMGDISHA scheme in the state and will also recommend follow-up action on issues raised or problems faced by training centres and partners involved in the implementation of the scheme in the state.
The committee would also take up any other issue connected with the implementation of the project in the state, and would meet at least once in two months, said the spokesman.
On the other hand, the district level committee, which has been constituted to oversee or monitor the implementation of the scheme at the block level, would be headed by deputy commissioner of the district concerned.
The committee would comprise as members representatives of Elementary Education and Women and Child Development Departments, State Implementing Agency (SIA) and of District IT Society, District Information Officer (DIO)-NIC, Block Development Officer and District Development Panchayat Officer. District Coordinator, CSC-SPV would serve as the Member Secretary, the spokesman said.
It would oversee or monitor the implementation of the scheme at the ground level and will also recommend follow-up action on issues raised or problems faced by training centre and partners involved in the implementation of the scheme at district or block level.
The committee would also take up any other issue connected with the implementation of the project in the district or block. The district level committee would meet at least once per month.
Notably, the Pradhan Mantri Gramin Digital Saksharta Abhiyaan has been implemented to make six crore persons in rural areas across the country digitally literate. The scheme aims to reach around 40 per cent of rural households by covering one member from every eligible household by March 31, 2019.
The spokesman said that the scheme would empower the citizens in rural areas by training them to operate computers and digital access devices such as tablets and smartphones, send and receive e-mails, browse the Internet, access government services, search for information and undertake digital payment.
It would enable them to use Information Technology and related applications, especially digital payments, to actively participate in the process of nation building, added he.
