To facilitate entrepreneurs set up shop in the State, Haryana Government has decided that applicants would get Change of land Use (ClU) approval within 30 days of having completed all formalities.

“If the applicant does not get approval within this duration, then on the 31st day onwards, it would be considered deemed ClU,” said Chief Minister Manohar lal during the inauguration of Keystone Knowledge Park (KKP) at village Nimoth in district Gurugram on Monday.

On the occasion, a Memorandum of Understanding was also signed between the Haryana Government and Keystone Knowledge Park (KKP) for making available 10,000 square feet area for eligible start-ups sponsored by the Government.  KKP is offering state-of-the-art infrastructure and facilities, and is part of an integrated eco-system spread over 170  acres for promoting research and development and manufacturing activities in sectors such as aerospace, defence, pharma, agriculture and electronics.

Reiterating that provision of employment opportunities is the first priority of the State Government, the Chief Minister said KKP would provide employment opportunities to about 8,000 youth.

On the implementation of Goods and Services Tax, he said after the GST, the State would get revenue from the consumers. “If the income of the people increases, they will make more purchases, which will earn revenue for the State in the form of GST. Therefore, to increase the income of the people, we have to generate employment avenues, for which industry and entrepreneurs are important,” he added.

The Chief Minister also said his Government had framed policies and implemented a number of schemes for generating more employment opportunities by attracting investors so that they may establish their units here.

He also highlighted the Saksham Yuva Scheme and said that until the educated youth got employed, the State Government would pay them Rs 9,000 in lieu of 100 hours’ work. Under this scheme, a youth could get this honorarium for up to three years, during which he is supposed to get settled in some employment.

Referring to ease of doing business, the Chief Minister said Haryana was at the 14th position in 2014, but now, because of business-friendly environment created by the Government, the State has jumped to the 6th position.

“We are still not satisfied and are making efforts to bring the state on first or second position at national level. For this, provisions have been made to give all types of clearances and NOCs for setting up industrial units under single roof,” he added.

While welcoming the Chief Minister, chairman of the Mayar Group, Ajit Sood, earlier said the KKP was part of special economic zone, so it enjoyed various tax concessions and incentives provided by the Central and State Governments for companies interested in research and development and manufacturing.
