PNS

Following the “Happening Haryana” event held earlier this year to promote the State as investment destination, Haryana Government has so far clinched 406 MoU with total potential investment of Rs6.41 lakh crore and land has been allotted for 109 projects with potential investment of Rs7041 crore.

Apart from this, 13 investors have already started construction with the potential investment of Rs291.71 crore, said Haryana Principal Secretary, Industries, Devender Singh on Wednesday.

This has been made possible as a result of congenial atmosphere created by the State Government by introducing innovative facilities like ease-of-doing business by launching e-Biz portal and single platform for clearance of industrial projects and redressal of grievances   in a time-bound manner, said he.

Singh said that with e-Biz Portal, 51 investors successfully filled their applications and now, the approvals are being given under this procedure in a time bound manner. In these cases, the Town and Country Planning Department and Pollution Control Board had already started granting permissions.

Out of the total MoUs so far clinched, 359 MoU with potential investment of Rs5.84 lakh crore were signed during Happening Haryana Global Investor Summit, 2016.

The e-Biz portal has a provision for a Comprehensive Application Form (CAF) which would have to be filled online by investors relating to gamut of issues. This IT based platform would help in bridging the gap between Government and investor, allowing fast track approvals by transparency in governance and ensuring immediate redressal of any grievances, said Singh.

He informed the software had been developed by the Haryana Government, which enabled the investors to obtain first-stage clearance within a maximum time of 30 days by filling-up a Comprehensive Application Form (CAF).

To start with, 45 services encompassing 14 Departments have been incorporated. The E-Biz portal facilitates the investors under single roof and all the documents are uploaded in one go sharing the documents with all the concerned departments of the government. Therefore, it reduces the burden for duplicacy in submitting similar documents to the different departments every time, said he.

He further said the Government was facilitating the investors by making the land available from the developed land bank for the speedy implementation of the projects of the MOUs.

To facilitate the same Haryana State Industrial and Infrastructure Development Corporation provides availability of industrial or commercial plots in Geo Referencing mode. The web based Geo referencing facility provides the details of the inventory giving the complete picture of the allotted industrial plots and making online application, said Singh.

Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has also appointed Relationship Managers to convert MoUs signed during the ‘Happening Haryana Global Investors’ Summit-2016’ into projects by handholding investors and ensuring their implementation. A three-tier grievance redressal system would also be provided in the portal, he added.
