Just three days after the Haryana Vidhan Sabha passed Haryana Panchayati Raj (Amendment) Bill, 2015, Punjab and Haryana High Court on Thursday issued Notice of Motion to Haryana Government on a petition challenging the bill. The petition filed by Ved Wanti of Hisar, seeks an immediate stay on the election process notified by the State election commission. The petitioner has challenged the insertion of the clauses on educational qualification for contesting Panchayat polls in the Panchayati Raj Act. Issuing notice of motion to the State of Haryana for Sept 14, the Bench of Justice Satish Kumar Mittal and Justice Mahavir Singh Chauhan has directed the State to file its written statement well before the date fixed and provide a copy to the counsel of the petitioner in advance. Haryana Vidhan Sabha on Monday had granted its approval to the Haryana Panchayati Raj (Amendment) Bill, 2015. The new bill has added certain pre-conditions for the candidates to contest Panchayati polls. The introduction of minimum educational qualification for contesting Panchayat polls has been disputed by the Opposition. The HC had earlier put on hold introduction of the pre-condition of minimum qualification by staying the operation of a clause in the original Act.
