The Manohar Lal Khattar Government in Haryana has decided to introduce a multi-level transparent system for farmers to self-report their land and crop details. For this, a portal named ‘Meri Fasal Mera Byora’ has been launched in the state.

The Chief Minister formally launched the portal here on Thursday and said that various Departments will work in coordination to ensure accuracy of data submitted by the farmers.

The State Government has also planned to launch an app of ‘Meri Fasal Mera Byora’ in the next few months.

The portal has been designed to ensure that the farmers get the benefits offered by the State Government including insurance cover, compensation on account of crop damage due to natural calamities and other financial assistance under different schemes. Though the portal, the government will also get the accurate data of area and name of crop cultivated in various parts of the state.

“To encourage the farmers to get registered on the portal, the government has announced an incentive of Rs 10 per acre. A financial incentive of Rs 10 per acre or part thereof subject to minimum of Rs 20 to maximum Rs 50 would be provided to each farmer, who get registered on the portal. This amount will be directly deposited in the bank accounts of the farmers,” announced Chief Minister Manohar Lal while talking to the mediapersons here.

He said an incentive of Rs 5 will be given to the Common Service Centres (CSCs) for each entry of farmer.

The portal will be opened from July 5 and will register the farmers till July 31. The farmers have been appealed to upload the details about the crop sown in their field on the portal at the nearby Common Service Centres (CSCs) or Atal Seva Kendras with the help of Village Level Entrepreneurs (VLEs) by July 31. The farmer would also be required to fill the details about the non cultivated land in case he has not sown any crop yet, he said.

Details like the name of crop sown, area under cultivation, cropping month, bank account number, mobile number among others are to be filled by the farmers on the portal.

The Chief Minister said that the initiative is a step forward towards realizing Prime Minister Narendra Modi’s vision of doubling the farmer’s income by 2022.

The portal has brought the departments of Agriculture and Farmers Welfare, Revenue, Food Civil supplies and Consumer Affairs and Science and Technology on a single platform for the welfare of the farmers, he said

With the help of this system, registration of entire land whether cultivated or not would be done at a single time, he added.

The Chief Minister further said that the portal would help providing agriculture related information directly and online to the farmers. Besides, it would make the distribution of seeds, fertilizers, farm loans more transparent and easy.

He said that the farmers would be able to avail the subsidy on agriculture implements in an easy manner. The system would also make damage assessment during natural calamities and disbursal of relief in cases of crop damage easier. Also, the information relating to sowing, harvesting season and mandi related information would be provided on real time basis.

About the multi-level transparent system, Manohar Lal said that the Departments of Agriculture and Farmers Welfare and Revenue would jointly start the work of entry into the portal from August 1.

He said that e-girdawari would be conducted under this system and while conducting girdawari, the concerned officer or official would have to remain physically present at the field. Thereafter, the registration would be done by the departments.

When the crop is ready for harvesting, satellite photography of the field would be conducted by the Science and Technology Department. These images would also be enclosed with their registration. In case any discrepancy is found in the girdawari, a special girdawari would be got conducted by the Deputy Commissioner concerned, he added.

The Chief Minister said that besides the farmers, the system would also benefit the ‘Kashtkars’ in case they make registration on the portal.

With the submission of data related to crop cultivation, the Government will also keep a check on farmers coming from other states in Haryana to sell their production. At mandis, records of the farmers from Haryana who are coming to sell their production will be crosschecked with the area cultivated, he added.

Speaking on the issue of water conservation, he said that the State Government had recently launched ‘Jal Hi Jeevan Hai’ Scheme to encourage the farmers to shift from the water guzzling crops like paddy and adopt alternative crops such as Maize which require comparatively less water.

The scheme has got tremendous response from the farmers as registration has been done for the set target of 50,000 hectares in the state, he added.

Admitting that the State Government could not achieve the expected success in regard to the Sutlej Yamuna Link (canal) project, Manohar Lal said that the work is on for Lakhwar and Renuka projects.

The work has also begun to stop unutilised water allotted to India from entering Pakistan, he added.
