Unhappy with “Haryana Regularisation of Service Bill 2018” drafted by the Manohar lal Khattar Government, the employees’ unions in Haryana have threatened to intensify their agitation over the demand of regularization of contractual employees.

While the State Government is set to introduce “Haryana Regularisation of Service Bill 2018” in the upcoming monsoon session of Haryana Assembly, the state employees’ unions have expressed disappointment over the said draft Bill.

The issue was discussed during the informal routine meeting of Chief Minister Manohar lal with Cabinet Ministers on Wednesday and the Government decided to introduce this bill in the monsoon session of Haryana Assembly, beginning on August 17.

On the other hand, the employees’ unions on Wednesday began their two-day protest at Jantar Mantar in the national capital over the issue.

“The Haryana Regularisation of Service Bill 2018” draft to provide regularization of services of Group 'C' and 'D' employees has been formulated  by the State Government following High Court orders in May setting aside the employee regularisation policies of 2014.

The HC ruling has implications for around 4,654 Government employees.

Following a backlash from the opposition parties and employees’ unions, the Haryana Government had announced to regularize the services of contractual employees in the State.

“The proposed Bill of the State Government includes only Group C and D employees and there is no clarity about how many would be benefitted through this,” said  Haryana Sarv Karmchari Sangh’s general secretary, SK lamba while talking to The Pioneer.

Also, there is no clarity on whether the 4,654 Government employees affected due to HC orders would be benefitted by this Bill or not. Also, there is no mention of Group B employees. We are not happy with the draft bill of the Government, he said.

Under this proposed Bill, the employees of Corporations, Boards, Universities have not be included, he added.

lamba said that the contractual employees have begun their two-day dharna at Jantar Mantar on Wednesday. After this, the employees will hold statewide marches on August 9 to protest against the State Government. The employees will also protest at the Haryana Vidhan Sabha during the upcoming monsoon session, he added.

The State Government and employees’ unions have remained at loggerheads following the HC order.

The Punjab and Haryana High Court had on May 31 set aside the “employee regularisation policy” whereby the previous State Government had regularised the services of thousands of contractual employees. The previous Congress Government led by Bhupinder Singh Hooda had issued four notifications in 2014, three months before the Assembly polls, and regularised contractual and ad-hoc employees.

Recently, the BJP led State Government had also announced to withhold allowances and benefits provided to contractual employees affected due to HC order. However, the orders were withdrawn following a severe backlash from various quarters.

lashing out at the State Government, senior Congress leader and communications incharge of All India Congress Committee, Randeep Singh Surjewala said that proposed Bill has proved that the present Haryana Government is anti-employee.

“The Government is not serious about regularizing the contractual employees. Various department, boards, corporations and universities of Haryana have not been included under the Bill,” he said.

The Congress leader added that the party demands inclusion of all contractual employees under this, and will fully support the Government in the State Assembly if any positive step is taken for the welfare of employees.

On the other hand, Haryana Minister, Nayab Saini said that the Government is committed for the welfare of employees and a bill will be brought in the Assembly to regularize the services of  contractual employees.

In the past also, the employees unions’ have protested against the State Government over the issues of cashless medical facility, provision of allowances on a par with Central Government employees, filling of vacant posts among others.
