Haryana asks officials of civic bodies to send proposals of unauthorised colonies

PNS

Haryana Government has asked commissioners of municipal corporations, deputy commissioners, executive officers of municipal councils and secretaries of municipal committees to send proposals of unauthorised colonies, if not sent earlier, so that these may be provisionally declared as civic amenities and infrastructure-deficient municipal areas.

A spokesman of Urban local Bodies Department on Monday said that they had also been asked to take necessary action as per procedure so that provisionally declared areas could be finally notified under the provision of the Act and provided basic amenities.

The Haryana Management of Civil Amenities and Infrastructure Deficient Municipal Areas (Special Provisions) Act, 2016 is applicable from April 21, 2016 for one year.

Referring to the procedure for notifying civil amenities and infrastructure deficient municipal areas, he said that in the first phase, the colonies qualifying terms and conditions forwarded vide memo dated July 10, 2015 would be provisionally approved by the government for a period of one year.

In the second phase, these colonies would be declared as civic amenities and infrastructure-deficient municipal areas in the official gazette after collecting 50 per cent amount of the applicable development charges in advance from individual plot holders.

The spokesman said that this amount would be collected by the Resident Welfare Associations (RWAs) constituted and registered for individual colonies.  In case the colonies do not submit applicable 50 per cent development charges within one year, the provisional approval would lapse, he added.

If the plot holders are not able to arrange 50 per cent applicable development charges to deposit in the escrow account, the municipality would explore, in consultation with concerned RWA, the option of financing 50 per cent development charges through banks on the pattern of the Haryana Urban Development Authority (HUDA), said the spokesman.
