Haryana announces Deen Dayal Jan Awas Yojna

PNS

In tune with Prime Minister Narendra Modi's flagship project ‘Housing for All by 2022’ Haryana Government has announced Deen Dayal Jan Awas Yojna aimed at providing affordable housing and also, to curtail the menace of mushrooming unauthorised colonies in the State.

Haryana Cabinet which met under the chairmanship of Chief Minister Manohar lal on Wednesday approved Deen Dayal Jan Awas Yojna (DDJAY) to provide affordable housing, policy for innovative financing of Mass Rapid Transit System (MRTS) projects and ‘Relocation Policy’ for shifting of industries operating in the residential areas in the State.

The DDJAY for providing affordable plotted housing aims at development of ‘high density plotted colonies’ in low and medium potential towns of the State wherein small plots are made available through a liberal policy framework.

The Chief Minister Manohar lal while addressing a press conference here after the Cabinet meet said that the new policy has been announced in line with Prime Minister’s flagship project ‘Housing for all by 2022’.

Though the State Government has not fixed any targets under the scheme, we hope to build one lakh houses or more as per the requirement of population in Haryana, he said.

Under the scheme, all  projects shall be required to be necessarily completed within seven years from the date of grant of licence. The projects shall be allowed in the residential zone of the notified development plans of low and medium potential towns of the State.

Citing an example, he said that a licencee has offered to build housing project in Panchkula at the cost of `1521 per sq ft and more licencees are likely to come forward to provide affordable housing in the State under the scheme.

He said that it  was observed that colonizers are not completing the internal development works (IDW) of colony within the validity of the licence and the Department is required to renew the licence on the requests made by the coloniser. It delays the handing over of possession to the allottees despite payment made to the coloniser.

In order to protect the interest of the allottees, the colonizer would be allowed to sell only 50 per cent of the saleable area till completion of IDW and issuance of completion certificate of development works by the Department.  Till then, the balance 50 per cent of the saleable area of the colony, including the 15 per cent mortgaged saleable area, shall not be sold by coloniser, said he.

The Chief Minister said that the Cabinet has also approved the draft of ordinance for amendment in Haryana Development and Regulation of Urban Areas Act, 1975 for making enabling provision for implementation of New Integrated licencing Policy and issue of TDR Certificate as well as Purchasable Development Rights (PDR) Certificate and Recovery of Administrative Charges for Change in Benefit Interest, and also, online filing of applications and issue of approvals.

Policy for innovative financing of MRTS projects approved

Haryana Cabinet approved the policy for innovative financing of Mass Rapid Transit System (MRTS) projects which envisages creating of a Transit Oriented Development (TOD) zone of 800 metres along

the Right of Way (ROW) of

the road on which an

MRTS Corridor is proposed to be provided.

The first 500 metres of the zone will be known as intense TOD zone and the next 300 metres will be known as transition TOD zone.

The move will discourage the dependence on

private vehicles and induce the use of public transport, the parking requirements, said the Chief Minister.

The policy envisages to levy the charges like scrutiny fee, IDC, licence fee, conversion charges and EDC on the pro-rata basis for increased FAR from 1.50/1.75 to 2.5/3.5.

Apart from this, the

rates of additional fee and charges for the colonies/ClU granted projects to be developed under this policy shall be in form of ‘Infrastructure  Augmentation  Charges’.

Relocation policy of industries approved

Haryana Government has also decided to implement ‘Relocation Policy’ for

shifting of industries operating in the residential areas in

the State.

Manohar lal said that as per the policy, the State Government will facilitate shifting or relocation of industrial units to the conforming areas. In case of short fall of the industrial zone space, additional zones will be identified and notified by the Department of Town and Country Planning Department and Urban and local Bodies as per their respective mandates.

The State Government will identify and notify zones and areas for the industry and will facilitate the change of land use for the mass scale shifting and relocation of the industry to conforming

zones.  Tiny industries operating from the residential area that are non hazardous and cottage industries are meant to augment family incomes of the poor and lower middle class of society will be identified and permitted to operate.

In order to prevent re-occurrences of non conformance, geo referenced smart card linked to filing EM-2 (Entrepreneur Memorandum)will be made a mandatory instrument for availing incentives.

While special measures will be taken to encourage cluster based industrial infrastructure under the policy, pollution norms will be strictly enforced in the residential areas. Zero tolerance will be enforced for effluent air and noise pollution, added the Chief Minister.
