PNS

Haryana would soon bring e-commerce as well as developers, promoters, builders and joint developers under the ambit of tax.

Excise and Taxation Minister Kiran Choudhry said that a survey is being done for the purpose and about 15 companies of e-commerce have already been registered with the Department.

Addressing a press conference here, she said that the Central Government was also actively considering the claim of CST Compensation lodged by the State Government. Due to the active pursuance of the Haryana Government, a substantial amount is likely to be received during this financial year on this account. In reply to a question she said that the Goods and Services Tax (GST) would be rolled out.

It was informed that the developers, promoters, builders and joint developers are liable to pay VAT and need to be registered under the Haryana Value Added Tax Act, 2003 with the concerned District Sales Tax office. Their liability to pay tax is on the

taxable turnover relating to transfer of property in goods involved in construction of buildings.

In case the plot or property owners collaborate with builders or developers by not charging for a part of that plot or constructed property, then this construction amount is also liable to VAT.

The Minister made it clear that there was no tax on the sale of already built up flats or buildings and sale of immovable property.

Tax is levied only on those developers or builders who construct on behalf of the purchasers.

Choudhary said that the department had collected a revenue of Rs19,703.64 crore in 2012-13 as against Rs18,077 crore in 2011-12. It achieved all the budgeted targets despite huge slow-down in the economy and non-receipt of the CST compensation from the Central Government, she added.

Earlier, the Excise and Taxation department launched online grievance redressal portal and toll free service which is aimed at bringing more transparency in the working of the Department and making it people-friendly.

Speaking after launching the portal and the toll free service, Chowdhary said besides making the working of the Department more transparent, these facilities would ensure faster disposal of complaints and suggestions of such citizens who come in regular contact with the Department.

Any citizen ora dealer registered with the Department, would now be able to lodge his grievance or give any suggestion online at the website www.haryanatax.com and call the tollfree number 1800-180-2017 for the purpose, she said.
