Stressing for changes at the level from police to judicial officers, Supreme Court judge Justice B.S. Chauhan on Friday said rapid scientific development has taken place in all spheres of human activity hence the entire system around administration of criminal

justice requires appropriate changes at all levels, right from police to judicial officers.

Justice Chauhan was speaking in a regional judicial conference on administration of criminal justice: "Issues and challenges" organized by Himachal Pradesh Judicial Academy in collaboration with National judicial Academy Bhopal.

Judicial officers from Delhi, Punjab, Harayana, Allahabad, Uttarakhand, Himachal Pradesh and Jammu and Kashmir are participating in the conference. The three-day conference was inaugurated on Friday.

He said, "New issues have come up in the society like live-in relationship, false promises of marriages; the courts have to be sensitive, in finding out the right cause of such incidents and judicial officers should go in depth to know the facts."

He asked judicial officers to adopt innovative things to deal with situations that arise, from time to time, so that justice was delivered in the right way.

Chief Justice H.P. High court Justice A.M. Khanwilkar said "Criminal Justice depends on chain of benefactors from police, forensic experts, advocates, public prosecutors,

witnesses and the courts. Each of these benefactors is important and every part of the chain is to be improved and strengthened."

"It is like a house built with a pack of cards. Inaction or act of commission or omission, even by one of these benefactors, inevitably, results in subversion of justice.

“It is, therefore, very important to delineate the protocols and best practices to be observed by each of these benefactors", he added.
