Owing to a delay in the completion of the empanelment process of several Director level officers belonging to the Central Secretariat Services (CSS) cadre, there were around 25 in-situ vacancies at Joint Secretary-level within the cadre as on December 31, 2014. According to sources privy to the development, the empanelment process of around 56 Director level officers had begun in early 2014, however till date it has not be completed, thus leading to the vacancies at Joint Secretary level. These vacancies, they informed, have been adding up as almost every month, cadre officers are retiring.
If the empanelment process of the Director level officers had been completed on time, many of these vacancies at the Joint Secretary level would have been filled up by now, sources added. The CSS Officers Association has given a representation to the Secretary (Department of Personnel and Training), requesting him to expedite the empanelment process.
