TATHYA

Chief Secretary Aditya Prasad Padhi has asked officials to use simple Odia words as used in day-to-day life to be uploaded in Common Application Portal (CAP) so that people will be able to utilise it in a more befitting manner.

Chairing the Board of Governors Meeting of Centre for Modernising Government Initiatives (CMGI) held here on Tuesday, Padhi said the CAP portal would be made available in Odia soon and he asked the officials to complete the process in a week’s time.

Reviewing the progress, Padhi directed officials to keep HRMS updated with latest circulars of Government and give necessary suggestions to bring about amendments in the existing regulations whenever necessary to make the system more useful and effective in management of human resources of the State administration.

The Chief Secretary directed various departments to put more services on this online portal and suggested capturing latest orders of the courts for timely compliance.

Notably, HRMS software has been successfully linked to litigation Management System (lMS) software which would capture the latest position of various Government cases being tried in the High Court and administrative tribunals.

It was decided in the meeting that the services of a professional agency at New Delhi will be utilized to collect all orders of the Supreme Court and upload it on the data base of lMS.

They said so far the data base of 3,24, 000 regular employees of Government have been updated in the HRMS while the salary bills and other financial transactions are being made through this automated system.

The annual increment, GPF, other advances and leave matters would also be put to auto mode through the software, they added.

According to them, in compliance with the earlier orders of the Chief Secretary, the CMGI has developed the Common Application Portal (CAP) for electronics delivery of G2C and G2B services under Odisha Right to Public Services Act.

In the first phase 18 public services of five departments have been integrated with this common application portal, they said. The services such as issuing birth certificate, death certificate, national family benefit scheme, disabled pension, widow pension, old age pension, Madhubabau Pension Yojana, CM relief fund, conversion order of lease gold plots, mutation order of lease hold plots, migration certificate, duplicate diploma certificate, transcript verification certificate, photocopy of the answer sheets of examinations, semester mark sheet, FIR registration etc have been integrated with CAP.

It was decided that all 324 public services would be integrated with the application and the portal would be linked to Common Services Centres.

Sources said these centers can deliver the services integrated with online portal with user fees of Rs10 for each application. The Chief Secretary directed all departments to finalize their service delivery guidelines.

The work plan of CMGI for 2016-17 with estimated expenditure of Rs 8.50 crore was approved in the meeting to carry forward these activities.
