Eight years after appearing at the annual High School Certificate (HSC) examination in 2007, a tribal boy in Keonjhar district has come to know that he passed the examination in 2015, thanks to the negligence of the concerned school authorities and the Board of Secondary Education (BSE).

One Prasant Sabar of Golabandh who was pursuing his study at the Jagannath High School had appeared the annual HSC examination conducted by the Board of Secondary Education (BSE) in 2007. However, when the results were declared his name was not in the result booklets due to printing mistake and Prashant assumed that he failed to crack the test.

Only in 2015, he came to know that he passed the HSC examination that he appeared in 2007.

When the matter came to the notice of the Human Rights Watch secretary Sangita Swain, she lodged a petition with the National Human Rights Commission seeking justice to the victim and action against concerned authorities.

The NHRC transferred the case to the OHRC asking it to dispose of the case in accordance with the law.

“Due to the negligence to the authorities the boy has been deprived of higher education and now working as an labourer,” the petitioner contended.

Taking a serious over the negligence, the OHRC in December last year issued notices to BSE Secretary, Keonjhar District Education Officer (DEO) asking them to conduct an inquiry into the matter and submit their reports to the commission within four weeks. The commission posted the matter for Monday for next hearing.
