India’s GHE per head 1.18 tonnes against US’ 20 tonnes

The State Government on Thursday said it would expedite promoting the low carbon industrial development in the State in order to control pollution. A State-level workshop to this effect was organised here on behalf of the Finance Department.

Addressing on the occasion, Additional Chief Secretary Finance UN Behera said though the per capita GHE (Green House Emission) in India is far low (around 1.18 tonnes) against other developed countries like US where per capita  GHE is around 20 tonnes, still India has adopted the principles of reducing GHE. “The Odisha Government has already initiated actions on this direction. low Carbon Industrial Development project has been taken up in the State under the joint collaboration of UKFCO and the Confederation of Indian industries (CII),” he said, adding that the State would adopt fiscal instruments for promoting low carbon industrial development after due considerations and analysis of national and international policies.

Fiscal instruments like low carbon refunding scheme, incentive for low carbon, increasing waste recycling, incentive for waste heat recovery, adoption of renewable energy, incentives for green buildings were shortlisted in the workshop.

In his speech, Chief Secretary Jugal Kishore Mohapatra said people who pollute and people who bear the effect of pollution are not always same. “There is always a divergence between individual cost benefit and social cost benefit. This divergence needs to be balanced, and, individual and social cost benefits should be aligned through introduction of fiscal instruments like taxation and subsidy,” Mohapatra said, adding that legal regulations are to be enforced for achieving the objectives of green development.
