Set timeframe for projects' single-window clearances

PNS

The Utkal Chamber of Commerce and Industry (UCCI) has suggested for a timeframe for single-window clearance of various proposed projects in the draft Odisha Industrial Policy, 2015.

Clearance time limit for large projects requiring approval of SlNA and SlSWCA should be 120 days or 90 days and small and medium projects requiring DlNA should not exceed 60 days. In case time limit is not fixed, a deemed approval mechanism should be in place so that the officers should feel the importance of timely approval and a penalty should be in place for delay, the UCCI suggested.

It also suggested that the RDC or his representative be made the chairman of the District level Single Window Committee instead of district Collectors as the latter remains busy always. It said existing industrial units should get all incentives if they undertake substantial expansion or diversification of more than 50 per cent of the cost of original plant and machinery as a new unit.

Similarly, it suggested that industrial units seized the OSFC and banks and thereafter sold to new entrepreneurs should be treated as new units. They should also get all incentives. Besides, the Government land alienated and transferred to IDCO may be given to various industries at rates revised every three year instead of each year.

Regarding incentive, it said the term non-MSME sector be deleted and it be mentioned that priority sector units to be eligible for interest subsidy upto Rs 1 crore. This should be specified as loans from banks may go upto Rs 5-25 crore for MSME industries. Similarly, it wanted that industrial estates be delinked from the control of urban bodies and, instead, be managed by SPVs  to be formed by respective estates. The SPVs be allowed to pay a portion of the various taxes collected by them such as holding tax to the urban bodies for using the external infrastructure of the urban bodies.

Besides these, the UCCI suggested that export oriented MSME units be exempted from payment of marketing tax to the Cooperation Department, which is now collecting 1 of tax on raw-materials like fish, shrimps and vegetables. “Since the entire marine products are exported, State taxes should not be imposed on them. The export-oriented food processing units should be exempted from such taxes, it suggested. The UCCI also suggested many other things for incorporation in the proposed Odisha Industrial Policy 2015.
