Concerned over the unsustainable electricity, unreasonable tariff and unreliable power supply in the State, power analyst Ananda Kumar Mohapatra has appealed to the Supreme Court Chief Justice for abolition of the slow poisoned normative loss policy adopted by the State Electricity Regulatory Commission (SERC) during the course of determination of annual retail tariff of electricity citing the stringent order of the Appellate Tribunal For Electricity (APTEl) dated November 30, 2014.

“The doctrine of law does not allow people to be exploited slowly and gradually in the domain of poor governance by a regulatory authority by shifting out the huge cost of inefficiencies and corruptions which has been detected, measured and categorised under loss over the shoulders of good consumers and people at large without punishing the guilty for such anti-Act and anti-constitutional activities,” Mohapatra said in a application to the CJI on February 26 referring a special leave application filed by him on January 15.

Mohapatra said APTEl stated clearly in its November 30, 2014 order that normative loss for the purpose of fitment of electricity retail tariff contravenes the provision of section 61 of Electricity Act-2003. “I do hope the apex court will appreciate the appeal and allow the application in course of consideration and grant relief to the people of Odisha by directing OERC and State Government to consider zero per cent loss during the course of determination of annual retail tariff of electricity so to establish good governance,” said Mohapatra.
