The Campaign against Fabricated Cases (CAFC) on Monday urged the Odisha Human Rights Commission to intervene into the matter of handcuffing of a under-trial prisoner (UTP) during his treatment at the Capital Hospital here and ask the Government to provide `5 lakh compensation to him.
Campaign advisor Biswapriya Kanungo and convenor Narendra Mohanty in letter informed the commission that under-trial Kishor Kumar Jena of the Jharpara Special was admitted in the Capital Hospital on April 8 evening in a critical health condition because he was not taking any food since March 30 protesting delay of conclusion of his trial. While he was under treatment in the Medicine Ward, his right hand was handcuffed and it was tied with a thick iron chain with the hospital bed. It was a violation of human rights.
While the Constitution has given all right to prisoners as humans, under-trial Kishore shouldn’t have been handcuffed during treatment rather he could have been under direct watch of security personnel.
Handcuffing to Kishore is prima-facie cruel, degrading and humilating treatment. Hence we urge you to order for a probe and kindly ask Govt to provide `5 lah as compensation. Besides, erring officials may kindly be recommended for penal as well as disciplinary actions, they urged.
