Alcoholics are in for trouble as the recently-passed Odisha Police Bill 2015 has provision of a fine amounting to Rs10,000 on those found drinking at public places.
The legislation further states that if any policeman is found to be drunk on duty, he can be awarded a jail term for one year along with a fine up to Rs5,000. Presently, if any person is found driving under the influence of alcohol and his breath analyser test proves it then a fine of Rs500 is imposed as penalty.
But as per the new legislation, such offences will now attract more fine as well as revocation of driving licence.
Sources said that although there is a system in place for punishing those found drinking at public places, penalties are not imposed strictly leading to problems for common people.
Besides, police and civil administration remain silent on activities like illegal sale of alcohol at liquor off-shops and hotels serving drinks without bar licence.
However, analysts feel that action against Government officials found drunk on duty is still doubtful.
The legislation also has provision to punish those found holding meetings, processions without permission as well as playing music at high volume at public places.
The Bill proposes a jail term for anyone who creates obstruction in police action, use of police uniform and providing false information to police. Besides, sticking bills, writing on walls at Government and private places, spreading rumours, parking vehicles on roads and talking on mobile phone while driving and providing false information to police and fire station would now be dealt with sternly.
