The Jharkhand State Commission for protection of Child Rights (JSCPCR) will release a consolidated report about condition of shelter homes and Child Care Institutions operating across the State within a week. JSCPCR, Chairperson Aarti Kujur said on Saturday that during the month long inspection it was found that quite a number of shelter homes operating in different districts are unregistered and have been functioning under district administration’s nose violating all guidelines issued by competent authorities.

“Quite a few Child Care Institutions operating in Jharkhand are unregistered across the State, which is a serious cause of concern. After enquiry, it was found that even the top officials of district administration are unaware about such institutions falling under their jurisdictions. There are several issues that came into limelight during our investigation ranging from safety perspectives to the care-takers including the conditions of inmates living in the shelter homes,” said the

SCPCR Chairperson, who will conduct a review meeting with the core committee members on August 20 before submitting the compiled data to the State government.

However, Kujur remained tight-lipped when asked about the worst districts that has unregistered Child Care Institutions in significant number. “The four committees constituted for checking the status of Child Care Institutions is in final stage of drafting. On August 20, the final report will be handed to me by the committee members outlining several points and presenting the detailed figures of each district,” Kujur added.

Notably, on the instructions of Chief Minister Raghubar Das, the nodal agency for the protection of Child Rights had formed four teams for assessing the conditions of all the shelter homes and Child Care Institutions here. The Commission was given a month time for compiling the report about the institutions meant for taking care of women and children in distress taking into the account its registration and police verification, safety side, number of inmates, living conditions, total number of staffs and care takers associated with the shelter home after the shocking incident of infant selling from a shelter home–owned and managed by Missionaries of Charity here in the Capital City.
