Irregularities in RD Engineer's office

PNS

In a letter to Chief Minister Naveen Patnaik, DCC, Rourkela president Biren Senapaty briefed the irregularities going on in the office of the Executive Engineer, Rural Development Division, here.

Senapaty mentioned that the office has become a centre of corruption and its head Kishore Kumar Mishra, EE, has crossed every limit flouting all the rules and regulations. Senapaty mentioned that there are ample of allegations against Mishra.

Before passing a bill, he demands PC, without tender. He awards the work to his pet contractors, giving mental torture to the contractors who do not follow his instructions. In last February, contractor Manoj Nanda committed suicide when he could not tolerate the torture of Mishra, alleged Sanapaty.

Sources said as Nanda could not pay the PC prior to sanction of his bill, Mishra did not pass his bill and finally due to financial constraint, he took the harsh step. The other

examples of corruption by Mishra are awarding works of special renovation of Rourkela RD office to the tune of Rs 60 lakh without any tender, awarding the work for Rs 40 lakh for special repairing work of lathikata-Timjore road and Guard Wall work for Rs 60 lakh in Bisra-Jareikela road without any tender to his pet contractors, mentioned Senapaty.

Though knowing the illegal works of Mishra, the higher authority of the department has transferred him on November 15, 2017, he was not relieved from Rourkela intentionally. Even on December 7, 2017 demanding the early relief of Mishra, the DCC had staged a demonstration and submitted a memorandum in favour of RD Secretary through Sub-Collector, Panposh. But unfortunately instead of relieving him, his transfer order was cancelled the very next day.

So, when the Government claims for corruption free governance, at that time under what circumstance a transfer ordered of a corrupt officer was cancelled after 22 days is a question being asked here in general. It is also alleged that a huge hush money is transacted in thisunethical transfer cancellation, alleged Senapaty.

So Senapaty urged the CM to order an inquiry into the whole affair.
