Chairman of the Fourth State Finance Commission Chinmay Basu presented the panel’s report for the period of 2015-2020 to Governor Dr SC Jamir at the Raj Bhavan here on Friday. Basu was accompanied by the commission’s Member-Secretary Pradip Biswal along with two other members.
During discussion, the Governor wanted to know the vision of the commission regarding development of backward and less developed areas. The Governor focused on having a human approach to development issues. “Each rupee spent for the poor should yield the maximum benefit,” the Governor stressed during the discussion. The two-volume report has focused on physical services in local bodies, assessment of finances of Panchayati Raj Institutions and urban local bodies, recording of good practices, e-governance, etc.
