'Ensure PM, CM posts for full 5 years first'

PNS

When Prime Minister Narendra Modi’s proposal for holding simultaneous elections for the lok Sabha and the State Assemblies is a matter of discussion, former MlA Bibhudhendra Pratap Das has contended that such a practice would not be fruitful unless PM and CM seats are ensured for full five years.

“We can’t avoid hung Parliament and hung State Assembly scenarios that may happen anytime. In such cases, interim elections will be held. Hence, holding simultaneous elections wouldn’t be fruitful,” Das said in a statement.

He suggested that if common voters directly elect PM and CM for five years, then the proposed simultaneous elections would succeed. He too suggested that persons in the two constitutional posts can be changed but not before completion of two years in office. “The PM and CM can be changed through a no-confidence motion and that needs to be passed by a two-third majority,” suggested Das.

In case of a no-trust vote getting passed, the PM and CM candidates, who were voted next to incumbent ones, should be instated in the vacant seats.

“There should be legislations in these regards,” he said.

Das further argued under the proposed system there would be no hung lok Sabha and State Assembly and, thus, no interim election would be necessitated. Most importantly, the problems of regional imbalances would be resolved, he pointed out.
