Doubts are now raised over implementation of the guidelines, which were issued by the Odisha Government in the wake of an incident in Haryana in which a Class II student was brutally killed in the school for the safety of students in the premises of schools because thousands of Government schools in the State do not have boundary walls.
As per the guidelines released by the School & Mass Education Department on Thursday, the vendors selling food items would not be allowed inside the school premises. Restriction has also been imposed on the visitors asking the school authorities to check their identities. Besides, there would be an attendant from school in school bus to ensure safety of students.
However, it would be a problem on the parts of the authorities of the schools which do not have proper infrastructure to create a healthy environment for students.
As per data available with School & Mass Education Department, there are no boundary walls in as many as 17,763 schools out of the 51,964 primary and upper primary schools. While the boundary walls have been damaged in around 12,000 schools, 368 schools run without classrooms.
The condition is also similar in high schools that lack boundary walls. The boundary walls are found damaged in over 800 high schools.
Besides, while 60 per cent of the private schools do not have infrastructure for study, most of the schools are running in rented houses.
