The Mrutaka Karmachari Paribara Sangha will gherao the Raj Bhavan onNovember 21 protesting against the General Administration (GA) Department’s gross negligence in rehabilitating a member of the families of Government employees who died during the service period.
According to the Odisha Civil Services Rehabilitation Assistance 1990 Rules, the State Government used to recruit one member of the family of the Government employees, who die during the service period in the Group C and Group D category posts according to their qualifications.
However, the School and Mass Education Department committed gross irregularities in 2013. The department did not consider the educational qualification of the candidates and blatantly flouted the rules.
The department director prepared a master list of 595 candidates and sent it for approval to the Government on December 21, 2013. But the GA Department on November 12, 2013 made changes in the ministerial rules, and instead of permanent appointment made a change in the rules and turned into contractual appointment. In the new process, appointments under rehabilitation scheme were stopped.
The Mass Education Department asked its Director to appoint the candidates in the Group D category posts and, accordingly, 595 candidates were appointed as night watchmen, sweepers and peons. This has been protested a number of times by the Sangha but in vain.
The High Court in a judgment in an appeal case no 3595 ordered the employees to be recognised as Government employees. But the GA Department is openly flouting the rules and turning a deaf ear to the court orders. Is it not contempt of court by the GA Department, questioned Sangha president Parthasarathy Jena at a Press conference here on Sunday.
The Sangha demands that the candidates be appointed as Group - C posts on basis of their educational qualifications, abolition of contractual posts and appointment in permanent posts, appointment in the vacant posts in 610 full grant-in-aid schools, appointment of any member of the family and, according to the announcement by the Chief Minister, appointment of all applicants within four months in permanent posts, said Sangha secretary Jitendra Kumar Panda.
