Puri-based rights activist Jayanta Kumar Das on Wednesday filed a case at the National Human Rights Commission (NHRC) over the alleged custodial death of a youth at the Baripada Town police station on Tuesday.
On Monday evening Baripada Town PS officials detained one Chandan Das (27) of Kalisahi village in Mayurbhanj district on charges of theft. The detainee was found hanging from the exhaust fan in the hazat latrine on Tuesday morning.
“How the Odisha police has detained the suspected accused person without serving a notice under Section 41(A) of CrPC and how the accused person committed suicide by hanging himself with a bed sheet inside the lockup. This is a clear violation of human rights under Article 21 & 22 of the Constitution and the guideline of the SC,” said the petitioner.
He urged the commission to direct State Government for a Crime Branch probe and to pay compensation Rs 10 lakh to the next of kin of deceased Chandan Das by recovering the compensation amount from the erring police persons.
