The issue of sanction of lease of land in favour of the Kendriya Vidyalaya at Khariar in Nuapada district seems to have run into red tape.
The lease case, which was initiated six years ago, is now pending with the Khariar Tehsildar office after it was returned by the Southern Zone RDC with objection in June 2018.
The alienation proposal has been returned by the RDC many times on various grounds during the last six years; the latest being on the ground of discrepancies in case records. The case land for Mauza Badi was recorded under Khata No. 204 with Kisam as Gochar and with remarks "reserved for gramya jungle" as per Sabik record (old settlement). In the 'Hal' ROR (settlement of 1993) the Khata number was recorded as 381, but the Kisam remained the same which was not leasable. So it was necessary to change the Kisam to Abada Jogya Anabadi (AJA) Khata to facilitate sanction of lease.
As a consequence, the land was brought to AJA Khata in 2015 and became leasable, where the Khata number was recorded as 383. The RDC office has said that the two Khata numbers, 381 and 383, are creating confusion and issued a direction to the district Collector for necessary clarification / rectification and resubmission of the record.
“We had submitted the case records to the Collector after necessary rectification, but the district office has returned the file to us without any comment,” said Tehasil officials. In the meantime, the KV Sangathana is learnt to have decided to impose restriction on admission in the coming session, if the land is not allotted to the school.
Public resentmemt is gradually increasing due to the lackadaisical attitude of the administration.
