BMC to seal Panchadeep Market

PNS

The Bhubaneswar Muncipal Corporation (BMC) has asked the Chief Engineer of PH-Urban for disconnection of water supply to Panchdeep Market and the GM of Central Electricity Supply Utility of Odisha (Cesu) to disconnect electricity to the complex.

Also the Zonal Deputy Commissioner of South East Zone of BMC was instructed to seal the entire market complex and put notice to stop use/entrance of anyone into the complex. The instruction letter states that as per the agreement, the developer is required to obtain all statutory approval and clearance before putting the premises to use.

But it is seen that he has started using the premises without obtaining any statutory approval such as occupancy certificate from the BDA. Further, the letter says the occupation of the building is completely unauthorised.

The Panchadip market complex is the oldest public private partnership (PPP) project in the city. The market-cum-office in Unit-IV, which started in 1999, was to be finished by 2003, but it is yet to be utilised by the public. The BMC and the Panchadeep Constructions limited had signed an MoU on February 5, 1999. The land of 883 decimals belongs to the BMC.

The civic body has taken this decision after putting show cause notice to the construction company on July 21 this year. On July 21, the BMC had asked the director of M/S Panchadeep Constructions limited to furnish an explanation on the inordinate delay in their PPP project at the Unit-IV Market.
