BDA’s whimsical functioning raises eyebrows

SAROJ MISHRA

Even though the Bhubaneswar Development Authority (BDA) has a mission to provide quality products at reasonable costs and time, the agency demanding an indemnity bond from an allottee for a plotting scheme floated 33 years ago in the city has raised many eyebrows on the organisation’s whimsical functioning.

In 1988, the BDA had taken full premium for a small piece of land for MIG category (MIG plot K8-126) in Kalinga Nagar plotted development scheme and handed over allotment in 2004.

But all these years the sale deed for the land was not given to the allottee Prakash Kumar Mohapatra by BDA neither he was informed about it in any manner. However, the allottee following his superannuation from service approached the agency for the sale deed in 2014 and given Rs 42,000 stamp papers for the document from his end. But again in 2017 when again Mohapatra insisted for the sale deed he was given a paper in indemnity format for submitting an affidavit.

The agency’s unexpected move surprised the allottee as the demand was made after 33 years and the reason for non-execution of it was not given to him. Later, when he queried, the BDA authorities did not respond. After running from pillar to post, Mohapatra approached the Chief Ministers Office Grievance Cell (CMOFF/D/11.1.18) and SSEPD Principal Secretary and also submitted a copy to the Housing and Urban Development Department. But the BDA Secretary in his reply stated that “As per the BDA Property (Management and Allotment) Regulation -2015 it has been decided that an Indemnity Bond per approved format is mandatory to be furnished by the allotees for execution of sale deed.

But in the instant case the allottee Mohapatra has refused to submit the Indemnity Bond, for which the lease deed in respect of MIG plot No. KB -1026 hasn’t been considered for execution.”
