Two mentally-challenged men of Narasinghpur block under Cuttack district’s Athagarh sub-division live a miserable life as they have allegedly been deprived of rights.
According to sources, Bibhuti Sahoo (29), son of Sanatan Sahoo of Bandhahuda village, has been spending a chained life for long as his hands and legs are tied with ropes. The mentally-challenged Bibhuti is unable to speak clearly and spits at people. He would throw food items and stones at people if he is freed. His mother Anjali said their relatives have stopped coming to their house as he creates nuisance in their single-room home.
Bibhuti is taken to latrine and fed by his parents. His tailor father has been vexed after spending a lot of money from his limited earning for his treatment and has appealed to the district administration to look after his care.
A similar case has also been detected in Damakata village under Nimasahi gram panchayat where 16-year-old Sadashiv, the only son of Dasarathi Swain, has not seen the school. Even going to village fairs is a dream for him.
He is a dumb and unable to identify anybody. Most of the times, he remain naked. He doesn’t go to latrine on his own. When freed, he goes missing and creates nuisance, for which parents have kept him tied. His daily labourer father has chained him for his safety and has appealed to the district administration and the SHRC to take care of Sadashiv.
