Transfer of police officers of the rank of Inspector and Deputy-Inspector within the districts of a zone will be done by a committee headed by the IGs in the particular zone.

Additional Director General of Police (Administration) Sarabjeet Singh informed that the Police Headquarters (PHQ) has issued orders in this regards. According to the orders, such zonal committees would include the respective IGs and Superintendent of Police (SPs) of all districts falling under the zone.

The orders further states that the committees shall ensure that the directions of Election Commission regarding transfers are being followed.

As per the orders, no police officer shall be posted in his home district. The officers who were transferred due to any complaint or shortcomings shall not be posted in the original unit.  Police officers against whom any departmental inquiry or criminal matter is pending shall not be transferred.

In the areas affected with Maoist insurgency, only active and capable officers with good track record shall be posted. Besides, no police officer shall be transferred before expiry of the period of two years at a place.

Further, in case of husband and wife seeking transfer at the same place on their own expense, such transfers shall be allowed only subject to administrative necessity.

In the cases, if an officer is required to undergo regular medical checkup due to serious diseases like cancer, heart disease, kidney problems and other such diseases, such officer can be transferred to an appropriate place if required medical facilities are not available at the present place of service.

However, recommendation of the district medical board is required for such transfer.  No change shall be made in the transfers of police officers in the state without the prior permission of PHQ, the order stated.
