Tax Payers Benefits
The year 2022 proved to be a year of facilities for taxpayers. The state government provided ample facilities to the tax payers. Complex procedures were simplified for them. Deemed registration has been provided in one working day to the online applications received for registration under Madhya Pradesh Vat Act-2002. By doing away with the provision of submission of VAT audit report for taxpayers doing business of more than 10 crores worth of taxable goods, only the audit report to be submitted in the Income Tax Act has been recognised. The provision of criminal prosecution procedure has been deleted.
In the Goods and Services Tax Act 2017, a standard procedure was issued for the convenience of departmental officers and businessmen in order to bring uniformity in the process of obtaining registration, to simplify the process and not to obtain unnecessary documents. Standard procedure has also been made for uniformity in the scrutiny process of the returns submitted by the dealers.
In the year 2022, successful efforts were made to increase tax base. A large number of new businessmen have been registered and are continuing to do so. A help desk was set up for them. A ‘Welcome Kit’ was issued for the convenience of new taxpayers and they were also honored at the state level.
Online facilities
Facilities are available for businessmen to take registration, submit returns, pay tax, issue e-invoice, download e-way bill, etc. from GSTN portal online through GSTN portal and NIC portal.
Facility for registration, submission of return and payment of tax etc. is available online for non-GST businessmen from the departmental portal. GST Act, updated notifications, circulars etc are available in GST Corner. Information about the departmental help-desks established in the headquarters and each circle office and departmental officers posted is available.
Increase in tax base
As a result of the campaign launched to increase the scope of tax base, 76 thousand 92 new registrations have taken place in January-22 to November-22 as compared to 62 thousand 124 registrations in the month of January-21 to November-21, which is comparatively 22.50 percent higher.
In the service sector, 22 major services have been identified and 2,180 unregistered suppliers have been registered. 11 thousand 356 urban bodies and gram panchayats have been registered under TDS by running a special campaign to increase the tax base.
Additional revenue
Efforts to increase the state’s GST revenue in the year 2022 also gained momentum. Data Command and Control Center (DC3) cell has been established in the department for data analytics work. In the scrutiny campaign, out of 3127 cases, action was completed on 2022 cases and a revenue of Rs 242 crore was obtained.
In a physical verification drive of 6277 suspected taxpayers selected using data analytics to prevent fake bills, registration of 332 dealers found bogus was cancelled. Action was taken in 769 cases and a revenue of Rs 196 crore 62 lakh was obtained on the basis of data analysis, till October-22 of this financial year.
Registration of unregistered suppliers and tax liability of registered suppliers is being analysed after obtaining information about the supply of goods and services made in government departments. Continuous analysis of the turnover shown by these businessmen in the GST returns is also being done after getting the information about the registration/license holders being taken under the Acts administered by the government departments.
