Dissatisfied with the statement of BMC officials, Madhya Pradesh Human Rights Commission (MPHRC) has decided to investigate the water tank collapse case on its own.
Urban Administration and Development department Deputy Secretary KK Katiya, Chief Engineer SK Sugani and Bhopal Municipal Corporation (BMC) Chief Engineer Sunil Shrivastava appeared in front of MPHRC here on Thursday. The officers informed the MPHRC acting Justice AK Saxena that all 110 overhead water tanks in State capital are being inspected and three water tanks which were identified as fragile were demolished and two more tanks will be demolished soon.
The officers stated that no one was guilty in the tank collapse incident that had occurred in Sai Baba Nagar slums area of State capital on November 18, 2012.
Justice Saxena in his order said that even after seven months have passed since the accident but still administration has failed to inspect all the water tanks in the state capital. It clearly indicates negligence on the part of officers concerned. Justice Saxena ordered Additional Director General of Police AK Jain, who is posted in MPHRC, to carry out investigation of water tank collapse and to submit report within two months.
Saxena also ordered that if any officer concerned with the matter refuses to cooperate then commission should be informed immediately and even legal action may be taken against him. The next hearing in the matter will be held on August 22.
The MPHRC took cognizance over the matter and ordered UAD Principal Secretary and BMC Commissioner to submit a report within a week on which MPHRC was informed that a technical team was investigating the matter and will submit report after 30 days.
The Commission reminded BMC and UAD officials for the investigation report but till April 2013 no report was sent. Thereafter, the Commission ordered UAD and BMC officers to be present in the hearing in MPHRC.
The Commission in its report mentioned that officer concerned delayed the investigation work to prevent debris from getting seized so that no one can be accused in the matter.
