Acting on an application, the State Human Rights Commission (SHRC) has issued notices to the Principal Secretary (Urban Administration and Development department), Bhopal Collector and Kolar Chief Municipal Officer to file reply within two weeks on a complaint of violation of rights of citizens living in private residential colonies.
The Commission has initiated the action on a complaint by Dhruv Shukla of Bhopal, who raised the issue that the human rights of residents living in private colonies are being violated as they are not provided any civic amenities by the authorities despite payment of property taxes.
SHRC Joint Director Rohit Mehta informed that the Commission has taken strict view on this complaint because as more and more people are settling in private colonies in the cities, the issue of provision of proper civic amenities has become very important.
In his application, Shukla alleged that the Kolar Municipality is shirking from its responsibility to provide civic amenities to the residents of Kanha Kunj colony in the locality. He has pointed out in the application that the colony has not been handed over to the municipality despite the fact that several years have lapsed since its construction.
The builder has no concern to provide necessary civic amenities and when the Kolar municipality is approached to take over the colony and provide necessary services, it plainly refuses to do so despite the fact that it regularly collects property tax from the colony residents.
The applicant had alleged that not only the builder but also the Kolar municipality as well as the State Government are apathetic towards the rights of the citizens.
