'MPPEB audits not done for 44 years'

SR

A Right to Information and social activist here has claimed that audit of the confidential accounts of the examination system of the Madhya Pradesh Professional Examination Board (MPPEB) has not been done for the past 44 years. Besides, the enquiry report of the paper leak cases of the years 2008 and 2009 is also missing from the MPPEB headquarters.

The activist, Ajay Dubey, in a statement on Wednesday said, "The documents obtained by us through RTI revealed that the enquiry report of the examinations of Patwari and data operator for the office of the commissioner's land records held in the years 2008 and 2009 are missing from the MPPEB headquarters."

Dubey said that the MPPEB headquarters has admitted in writing about this when we asked for the reports through RTI. "The committee of senior officers constituted by the State Government over the issue and the investigating agency Special Task Force (STF) are silent because having failed to do any legal proceedings, the State Government is hiding something. Had strong action be taken on this issue than this huge scam should not have taken place," he added.

He said that the then chairman of the MPPEB Malay Rai has recently been made member of the Madhya Pradesh Finance Commission. Is this a coincidence or hidden compromise to hide some secrets, he added.

He said that the audit of the confidential accounts (audit of examinations) has not been done since its establishment that was done in the year 1970. This means that no audit has been done since 44 years which is a serious mistake and the local fund audit office has admitted this fact. The Committee also did not take up the matter despite this being a very sensitive issue because of many large scale expenses including printing of examination papers, valuation of answer sheets and their transportation. This sort of negligence gives birth to scams, he added.

He said IAS officers committee headed by Devraj Virdi constituted to investigate the issue reported large irregularities in its enquiry report in MPPEB roll number allotment, confidentiality of question papers and OMR sheets valuation. But the Government canceled only a few examinations and the major examinations including transport constables examination 2012 were not cancelled.

The RTI activist alleged that when whole of the examination system collapsed through corruption then why the Government did this discrimination, the Government should answer this to the people of the State. "As per our information the Chief Secretary Anthony de Sa was the additional principal secretary of the transport department at that time and the STF is afraid of conducting enquiry against him," he added.
