SR

Taking tough stand in a rape case involving a Scheduled Caste (SC) woman, the Madhya Pradesh Human Rights Commission (MPHRC) has asked the State Government to initiate action against police officials found guilty of violating human rights of the victim.

The commission has also asked the State Government to provide `2 lakh to the victim as interim relief.

The commission has recommended that the gGovernment should immediately suspend the police officers and start departmental inquiries against them for committing serious omissions intentionally and human rights violations.

These officials are the then Deputy Superintendent of Police (AJAK) in Shajapur AK Masih, SDOP (AJAK) SR Nayak, SDOP Mahavir Singh Mujalde, Kanad police station in-charge Manish Mishra, Inspector Ranveer Singh and ASI Shantilal Meena.

Notably, MPHRC has issued the recommendations after probing the rape case on application of the victim who was raped by an upper caste man in Shajapur on July 19 in 2011. In its investigation, the commission found that these police officials colluded with the accused to harass the victim and delay the police investigations.

In its recommendations, the commission has observed that there is dire need to maintain proper supervision of the police officials posted in various police stations.

It has further recommended that the government should take steps to ensure that the FIR should be registered before investigations whenever there is a report of any cognizable offence.

The present practice is that the police first investigate a complaint and FIR is registered only if there is reasonable basis to believe that an offence has been committed.

The commission has directed the State Government to submit an action-report within two months.
