The recommendations made by the MPHRC to UAD include among many census of stray dogs should be done with scientific way, sterilisation of stray dogs should be done by fixing target and time limit, adequate number of Dogs Ponds and kennel/shelters should be formed to keep sick and rabid dogs, dog catching vehicles and drivers should be made available as per the number of dogs.
They also said, that it should be ensured that Provisions under Animal Birth Control (dogs rules 2001) should be strictly followed, as per the rule 5 of the 2001 committees should be constituted that should work to control stray and dreaded dogs and aware people and the health department should keep record of the deaths due to rabies, besides the Municipal Corporations, Municipalities and Panchayats should also keep record of dog bite incidences.
The MPHRC also asked the UAD PS and Commissioner that why not recommendations for a fine of Rs 5 lakh be made in the case of death of nine year old student Yaman who was crushed by a bus while he was on the run after stray dog barked and chased him.
The Commission opined it a clear violation of child’s right to live that why not recommendation be made to provide compensation of Rs 5 lakh to the family of child under 13 (A) (i) of Human Rights Protection Act 1993.
The Commission also opined that Yaman lost his life due to the failure of Bhopal Municipal Corporation to keep control over stray and dreaded canines.
