Demanding a high-level probe in the alleged suicide by CEO of Aaron Janpad Panchayat in Guna district, the panchayat officials across 51 district headquarters took out a silent processions on Monday.

While talking to media persons here on Monday, CEO Union’s State president Bhupesh Gupta said that CEO Sunil Goyal of Aaron Janpad Panchayat had allegedly committed suicide by consuming celphos on Dec 18. “Sunil was mentally tortured by his officials under which he opted this extreme step,” Goyal’s relatives told.

On the call of the CEO Union, several employees from different departments participated in district level rally. After this silent procession, a memorandum addressed to Chief Minister and Chief Secretary, was submitted to the district Collector.  Officers participating in the rally demanded high-level enquiry in suicide incident.

Bhupesh Gupta informed that on the day of incident, Goyal had a conversation with his wife till 10 pm after that he consumed the cellphos and his body was found in the living room on next morning.

A glass (utensil) was found near his body, which suggested that he consumed cellphos by mixing in water. The remains of the cellphos bottle were recovered from near the boundary wall of his residence.

Gupta further said that in past six months, Collector and District Panchayat CEO had served 10 notices to Goyal. In every notice Goyal was badly pulled-up giving warnings that if any loss takes place, the amount would be deducted from his salary. And if information is not sent on time, then disciplinary action would be taken under Civil Services Rules. These notices had been submitted to MANREGA, Chief Minister Rural Development Mission, Indira Awaas Yojana and sometime to Mid-Day-Meal. Goyal had received the last notice by District Panchayat CEO on December 11, while the last second notice was served on December 7.

Guna Collector Shukla said that serving notices is an administrative process. Besides Goyal, other officials were also served notices. It has never been noticed that such notices create pressure on officials. “I had also send notices as this is the part of administrative process. If notices create pressure, then police would investigate the matter. A case under section 174 of the CrPC has already been registered,” he added.
