Delhi Government's Finance Department directed the heads of all the autonomous bodies not to create liabilities in the absence of adequate funds available in the relevant head of accounts.
“Regarding exercising administrative and financial powers by the Department of Govt of NCT of Delhi only when the adequate funds are available in the relevant head of accounts in that particular financial year and no committed liabilities are to be created in the absence of adequate funds in the relevant head of accounts”, said the finance department in a official notification.
Earlier, the finance department had asked the Administrative Secretaries and the Head of Departments to ensure that the expenditure for the month of April should not exceed more than 5 per cent of the total Budget allocated to their departments in the recently presented Budget estimates for 2025-26 financial year.
The official communication further said “it is applicable to all the Autonomous bodies and Grantee Institution of Govt of NCT of Delhi for exercising the financial powers for all purposes including works/ projects/scheme from the funds received in the shape of Grant-In-Aid and Loan by the Govt. of NCT of Delhi.”
The notification said that all the Autonomous bodies and Grantee Institution of Govt of NCT of Delhi shall strictly adhere to the directions before granting administrative approval and financial sanction.
