Chief Minister Yogi Adityanath, on Wednesday, said that negligence in public welfare work was unacceptable and warned of action if irregularities were found.
He added that there was no shortage of good people, and they should be encouraged.
The chief minister visited the CM Command Centre at Lal Bahadur Shastri Bhavan here and reviewed the performance of various departments and projects. He issued necessary instructions, stating that departments and schemes should be monitored under just three categories — A, B and C.
He stressed that at the district level, reviews should be conducted daily, on alternate days, weekly, and fortnightly and an officer should be appointed at the district level to ensure that the reported data is accurate. Additionally, a ministerial review should be conducted once a month and all reports should be submitted to the chief minister’s office, he added.
Chief Minister Yogi also emphasised the importance of adhering to deadlines for services like inheritance and land use approvals.
He pointed out that a ranking system has been developed to track and monitor the progress of flagship schemes in the state and it is necessary to focus on their quality and speed. Departments and projects that are lagging in these areas need to improve, he emphasised, adding that all categories should be performance-based, ensuring accountability at every level.
Regarding well-performing departments, the chief minister said that the focus should not be on numbers but on quality, adding that both quality and transparency are essential. He directed the Micro, Small and Medium Enterprises Department to further promote the ODOP (One District One Product) initiative and explore the possibility of including district-specific food products under the scheme.
The chief minister also stressed the need for random checks on the performance data provided by departments. He said in review meetings led by the chief secretary, discussions should focus on the top 10 departments and schemes.
Presentations of the top-performing departments should be shared with others to highlight their working methods and identify areas for improvement and their reports and success stories should be shared with other departments, he added.
Additionally, efforts should be made to analyse the reasons for the poor performance of certain departments, he stressed.
Chief Minister Yogi pointed out that if a government scheme or campaign is not 100 per cent saturated, its objective remains incomplete. He said regular checks should be made, and every department must monitor the progress daily. He emphasised that while designing schemes, officials should ensure they benefit the maximum number of people.
He also stated that setting small targets just for formality should be avoided. Instead, goals should be set based on actual capacity.
While reviewing the Integrated Grievance Redressal System, the chief minister said that the satisfaction percentage related to IGRS cases should increase. He instructed that departments like Revenue, Police, Health, Panchayati Raj, and district administration and municipal corporation and others must ensure accountability in handling complaints. He emphasised using technology while giving priority to the resolution of problems.
Reviewing the status of key projects, the chief minister mentioned that all projects must progress on schedule, and necessary actions should be taken to ensure timely completion. He also directed that continuous photo updates of projects like the Kanpur Metro should be uploaded to keep officials informed.
Regarding e-procurement cases, he instructed that all requisitions be thoroughly checked at the department level before submission. Additionally, he ordered the swift resolution of pending cases on the Nivesh Mitra portal.
