Chief Minister Mohan Yadav, while delivering the vote of thanks in the assembly on the Governor's address, stated that the Madhya Pradesh Assembly operates in adherence to democratic values-presenting viewpoints, listening to opposition opinions, and providing appropriate responses. He expressed gratitude to the Speaker for introducing new traditions and systems in the assembly, emphasizing that in changing times, it is essential to adapt and evolve while recognizing the significance of time.
Yadav stated that the Governor's speech serves as a roadmap for the bright future of our state, integrating new characteristics and strategies. He emphasized that the speech reflects the thoughts of great personalities of our time, incorporating the worldview of Mahatma Gandhi, the vision of Bharat Ratna Dr. Babasaheb Ambedkar, and the development-oriented approach of Prime Minister Narendra Modi.
Chief Minister Dr. Yadav stated that from 2003 to 2023, the state's economy strengthened due to good governance, effective policies, and development-oriented schemes. He highlighted that in 1960, Madhya Pradesh's per capita income was 80 percent of the national average. However, due to poor governance, weak policies, and economic mismanagement, it declined to just 60 percent by 2003. The state's economic growth rate, which was 4.43 percent until 2002-03, has now risen to 11.05 percent. Similarly, the state's GDP, which stood at Rs 71 thousand 594 crore in 2002-03, has now surged to Rs 15 lakh 03 thousand 395 crores. The per capita income, which was Rs 11,718 annually, has increased to Rs 1 lakh 52 thousand 615 per year. Madhya Pradesh is now among the fastest-growing states in the country, with the agriculture sector contributing 44 percent to its economy.
Ge stated that from 2017-18 to 2023-24, the labour force participation rate in Madhya Pradesh has increased from 59.3 percent to 72.7 percent, surpassing the national average. He attributed this growth to the state's effective labour policies. Highlighting the state's financial progress, he noted that the budget for 2002-03 was merely Rs 23,161 crore, whereas the government has now presented a budget of Rs 4 lakh 21 thousand 32 crore for 2025-26. He further expressed confidence that the state's budget will double in the next five years.
Yadav stated that, according to NITI Aayog's Fiscal Health Index, Madhya Pradesh ranks first in the country in terms of quality of expenditure, a matter of pride for all. He highlighted that against the budget estimate of Rs 3.14 lakh crore for 2023-24, the total expenditure by all departments reached Rs 3.04 lakh crore, achieving approximately 97 percent utilization. Furthermore, in the year 2024-25, 76 percent of the total budget has already been spent by various departments.
Chief Minister Dr. Yadav stated that the industrial growth rate of Madhya Pradesh, which was just 0.06 percent in 2002-03, has surged to 24 percent in 2024, marking an industrial revolution in the state over the past two decades. He highlighted that several major industries have been established and 18 investment policies have been implemented to boost industrial development. The state government is actively promoting industries at all levels, including through the start-up policy and MSME support. Chief Minister Dr. Yadav urged MLAs from both the ruling and opposition parties to work collaboratively to foster industrial growth in their respective regions. He also announced the decision to form development committees at the district level. Additionally, 54 services across 14 departments are now being provided to industrialists through a single-window system to streamline processes and enhance ease of doing business.
Chief Minister Dr. Yadav stated that under Sampada 2.0, a new system has been introduced for property registration through e-registration and e-stamping. To provide relief to the common man, the state has also launched the cyber tehsil system, which will save both time and money. He highlighted that over 80 lakh pending revenue cases have been resolved in three phases through the Revenue Maha Abhiyan. Additionally, Madhya Pradesh has ranked first in the country by granting land ownership rights to 39 lakh people under the Svamitva Yojana. To improve public access to police services, the boundaries of 627 police stations have been redefined. Furthermore, an Administrative Unit Reorganization Commission has been established to reassess and re-determine the boundaries of districts, divisions, and tehsils for better governance.
The Chief Minister stated that Tatya Tope University has been established in Guna, and a university named after Krantisurya Tantya Mama has been set up in Khargone. He highlighted that Madhya Pradesh currently has 30 medical colleges, including both government and private institutions. Under the Rani Durgavati Anna Protsahan Yojana, farmers are receiving additional financial assistance of up to Rs 3,900 per hectare at the rate of Rs 1,000 per quintal. Furthermore, through Sampada 2.0, a home-based property registration facility has also been introduced, making the process more convenient for citizens.
