Haryana Vidhan Sabha on Wednesday passed four significant Bills, including the Haryana Honourable Disposal of Dead Body Bill, 2025; Haryana Registration and Regulation of Travel Agents Bill, 2025; Haryana Prevention of Public Gambling Bill, 2025; and Haryana Contractual Employees (Security of Service) Amendment Bill, 2025. Additionally, the Haryana Horticulture Nurseries Bill, 2025, and the Aparna Institution (Taking Over of Management and Control) Bill, 2025 were introduced.
During the discussion on the Haryana Prevention of Public Gambling Bill, 2025, Chief Minister Nayab Singh Saini emphasized the urgency of tackling illegal gambling and betting in the state. “Many families have been ruined due to illegal gambling. This Bill will help protect people and curb match-fixing and spot-fixing,” he said. The new law includes stringent provisions, including imprisonment and heavy fines for offenders, and allows the confiscation of properties acquired through illegal activities.
Discussing the Haryana Travel Agents Registration and Regulation Bill, 2025, Saini revealed that 127 cases have been registered against illegal travel agents involved in sending youth abroad through fraudulent means. Total 102 agents have faced action, and eight have been arrested. The Bill aims to ensure transparency and accountability in the travel industry and includes strict penalties of seven to 10 years imprisonment for those involved in human trafficking.
Responding to a question by Congress MLA Shishpal Keharwala, the Chief Minister clarified that Haryana Government employees can use social media during office hours but only for creating literary, artistic, or scientific content.
Additionally, sportspersons employed under the sports quota earning over Rs 8,000 per annum from social media must deposit one-third of their income in the state exchequer. “If the income is below Rs 8,000, they can retain it,” Saini explained.
Keharwala had raised three key queries: whether government employees can use social media for educational content, whether they can engage in such activities during or after office hours, and whether sportspersons can upload fitness-related content.
Opposition Slams Govt Over Poor School Infra
The opposition Congress strongly criticized the BJP-led Government for failing to provide basic amenities in state government schools. Congress leader Ashok Arora, speaking during the Calling Attention Motion, highlighted shocking gaps in school infrastructure. He said that 71 percent of schools lack computers, while 16 percent of provided computers are non-functional; 20 percent of schools have no toilets, while three percent lack girls’ toilets entirely; and 14 percent of schools lack drinking water facilities.
Former Chief Minister Bhupinder Singh Hooda also raised concerns over rising private school fees, demanding urgent government intervention.
Defending the government's position, Haryana Education Minister Mahipal Dhanda said that the state is actively working to improve school facilities and fill teacher vacancies. Key measures include recruitment of 4,780 Post Graduate Teachers (PGTs), with 1,704 already recommended by the Haryana Public Service Commission; promotion of 4,550 teachers to PGT positions; 3,427 new teaching posts filled through Haryana Kaushal Rozgar Nigam (HKRN); and 7,110 contractual teachers appointed through HKRN (1,162 PGTs and 5,948 TGTs).
Dhanda assured that all vacant positions will be filled before the next academic session, and the government is committed to strengthen school infrastructure across Haryana.
