Under the chairmanship of Chief Minister Hemant Soren, the updated work progress of the schemes run by the Scheduled Tribes, Scheduled Castes, Minority and Backward Classes Welfare Department, Women Child Development and Social Security, Health Medical Education and Family Welfare, Agriculture, Rural Development and Home Department was reviewed with the Deputy Commissioners of all the districts. In the meeting, the Chief Minister directed the officers to expedite the operation of ambitious and public welfare development schemes being run by the departments with full readiness, transparency and commitment.
In the meeting, the CM directed the officers to speed up the implementation of schemes at the district level so that the ambitious schemes run by the state government can be delivered to the last person standing in the way of development. He told the Deputy Commissioners of all the districts that the working style of all of you plays an important role in accelerating the pace of development in the state, in such a situation, all of you should take special care that the schemes are completed within the stipulated time frame, so that more and more people can get the benefit of the schemes.
The CM directed the officers to take special care that the common people do not face the problem of drinking water in the summer months. Prepare an action plan quickly so that there is no water crisis. He told the officials that there are often reports of forest fires during summer. Preserving forests is the priority of the state government, so find an immediate solution to the problem of forest fires. He told the officials that the block office, circle office and police station are the face of the government. From cutting the land receipt to mutation work should be done with complete transparency in these offices and there should be no laxity in issuing various types of certificates. To increase people's trust in the state government, ensure quick solution to even small problems. While reviewing the Scheduled Tribe, Scheduled Caste, Minority and Backward Class Welfare Department, the CM directed the officials to ensure that the scholarship amount of pre-matric (class 1 to 10) is paid to the studying students on time. For this, complete the verification and payment work within a fixed time limit. The state government is committed to the fact that the payment of scholarship amount should not remain pending under any circumstances by checking/verifying the applications received for scholarship amount. The CM directed that the payment of all pending scholarships should be completed by 8 May 2025. Verification of applicant students should be done at the district level within a fixed time frame.
The CM told the officials that a comprehensive database should be prepared by forming a joint team at the district level for the repair of all the hostels of the Welfare Department. Deputy Commissioner should give priority to the repair of hostels. The enrollment etc. of the students who are currently living in the hostel should be checked. Third party evaluation should be done for the business started with the loans received under the Chief Minister's Employment Generation Scheme. Logo should be put on the assets of the Chief Minister's Employment Generation Scheme. Focus on the output of this scheme so that permanent employment of the youth can be arranged.
While reviewing the Health, Medical Education and Family Welfare Department, the CM directed the officials that 1117 new health sub-centers are to be constructed in the state under the 15th Finance Commission, in which 949 health centers are to be constructed in the first phase and 168 in the second phase. The CM said that the block level committee of the Medical Officer in Charge, CO/CI should jointly select the site for the construction of the health sub-centers. The CM directed the officials that the state government has planned to hire private doctors at health sub-centers. By making a panel of specialist doctors, their services should be taken in these health centers as per the need so that the general public can get treatment related facilities.
The CM said that it is the priority of the state government to provide better health services to the people by removing the shortage of specialist doctors and other medical personnel in district, subdivision and block level hospitals. The Chief Minister directed the officials to take initiative to build helipads in all the medical colleges of the state and AIIMS Hospital located in Deoghar.
While reviewing the Women, Child Development and Social Security Department, Soren directed the officials that under the PM Janman Yojana, funds have been made available in the districts for the construction of Anganwadi centers in 386 PVTG-dominated tolas. Deputy Commissioners of all the districts should identify land within the stipulated time frame and complete the construction of Anganwadi centers. The CM directed the officials to also provide land soon for the 945 Anganwadi centers to be built under 'Dharti Aba Janjati Gram Utkarsh Abhiyan'.
The CM said that the government has set a target to upgrade 16775 Anganwadi centers within the state as Saksham Anganwadi Centers. Make it mandatory to make available smart TVs, RO arrangements for drinking water, electricity connection, toilets etc. in all these Anganwadi centers.
The CM, while reviewing the Agriculture Department, directed the officials to develop nurseries in the Krishak Pathshalas operating in the districts. Arrangements should be made so that farmers can get fruit plants etc. as per their need from the nursery of Krishak Pathshala. He said that a special control room should be created to monitor the distribution of seeds during the Kharif season. Also keep an eye on the sale of fertilizers, pesticides and seeds in the districts, care should be taken that there is no illegal activity. Ensure 100% insurance of animals distributed under the livestock scheme and ensure 100% claim from the insurance company against the death of animals under the livestock scheme. The Chief Minister said that to ensure the formation of clusters for micro irrigation schemes in the district. Ensure self-registration of farmers under PM Kisan Yojana and give them verification and approval from the districts.
